Town Board Meeting
October 18, 2017

The meeting was called to order by Chairman Zvolena. The posting was verified. The September 20 regular board meeting minutes, Oct. 2 special board meeting minutes, and the Oct. 2 zoning committee meeting minutes were reviewed and accepted after a motion by G. Santilli and seconded by L. Plaskey.

Public Comments: Elroy Roedel and Teresa Hall, Director of the Loyal Public Library, expressed concern about the library’s funding cut and asked that the Loyal Township consider increasing the amount they contribute to the Library when planning the 2018 budget. It was also brought up how much Clark county pays to the Marshfield library for use by Clark Co residents – this could be reduced if more people used the Clark Co libraries as books, etc. can be transferred from other libraries in the WVLS system to loan out.

Residents expressed their dislike of the type of gravel that’s been put on the township roads – appears to be all rock with very little filler. Concern was expressed that most of the gravel (rock) will wind up in the ditches when the roads are graded in the winter. The residents prefer the previous type of gravel that was used compared to the present type.

Comments were made about the dustproofing – asking if it could be put on the roads earlier in spring.
Questions were asked about whether ATV’s will be allowed on the township roads, signage concerns and costs or fundraisers to cover costs of signs. Suggestion was made to contact the Stanley prison about the signs as it may be less costly purchased from them.

Dust proofing equipment – the plan is to sell it all by putting ads in the shopper and online sources as well.

Update on ATV’s – a fundraiser could be done at the trap club to cover costs of the signs, volunteers will be needed to put up the signs. The town will need to find out rules and regulations as far as signage is concerned and the costs of the signs.

Culvert aid was approved by the county and only 2 culverts qualified.

The John Deere backhoe repairs have been made.

G. Santilli made a motion, seconded by L. Plaskey to approve a purchase of a weed trimmer for the township in the amount of $369 less 20% off from Fourmen’s Farm & Home.

L. Plaskey made a motion, seconded by G. Santilli to replace the township computer, software, virus protection, etc. for a total of $1,125 from Northside Computers. Setup and transfer of information to new computer is included in the price.

Upgrading the town website – L. Plaskey made a motion, seconded by G. Santilli to upgrade the town website to version 5 from Town Web at a discounted price of $529.

Zoning – building permits – 1 building permit was received and reviewed.

The financial report was distributed by the treasurer. All invoices were reviewed and approved for payment after a motion by G. Santilli and seconded by L. Plaskey. Motion carried.

The board will have a special budget meeting on Oct. 30.

The budget hearing, special town meeting to adopt the tax levy and next regular board meeting will all be held Tuesday, November 21 at 7 pm. Meeting adjourned after a motion by G. Santilli and seconded by L. Plaskey.
